Transfer of Buildability Rights in Historic, Agricultural, and Environmental Protection Areas

This paper aims to review the concepts of transfer of buildability rights (TDRs), hereafter referred to as DTE, applicable to the conservation of historic areas. It also seeks to provide a general perspective on urban planning in relation to this tool, based on an analysis of innovative additions to its usage. This is an urban planning instrument designed to promote conservation through compensation mechanisms that encourage development in receiving areas, generating economic dynamism in cities, as well as offering incentives to property owners of protected heritage sites or properties classified as agricultural or environmental protection areas.
