SIGAP: Sistema Informático para la gestión de Agua Potable

Resumen

Asegurar el acceso a agua segura para el consumo humano, requiere una infraestructura técnica sostenible y sólida, una organización y concienciación de los diferentes integrantes de una comunidad. La información recolectada por los diagnósticos y seguimientos de los sistemas de agua potable es necesaria almacenarla en una base de datos de referencia que permita catalogar y manejar la gestión pública del agua dentro de una comunidad, parroquia, cantón o provincia. El manejo apropiado de la información es crucial para los Gobiernos Autónomos Descentralizados para garantizar una buena gestión del sector agua y saneamiento; y para conseguir este objetivo, es importante apoyarse en las tecnologías de información. El Centro de Apoyo al Desarrollo Protos EC, una organización sin fines de lucro, que acumula la experiencia, trayectoria y metodologías de la organización internacional PROTOS ASFL quienes de manera conjunta tomaron la iniciativa de capturar esa información mediante el análisis, desarrollo y despliegue de un sistema informático web para la gestión de agua potable – SIGAP; considerando dos perspectivas: i) la social, en la que se identifican rasgos característicos y aspectos socio organizativos de una comunidad; de la misma forma, aspectos socio-organizativos, manejo económico e información sobre estructura orgánico funcional de la entidad administradora; y ii) la técnica, que recoge características propias de una infraestructura de agua potable, desde la fuente de agua hasta la conexión domiciliaria. La aplicación fue puesta como piloto en la región sur y norte del Ecuador, en las provincias de Cañar, Loja y Esmeraldas respectivamente, en la que se obtuvieron datos inte- resantes que permitieron proyectar y justificar planes estratégicos de inversión (Planes Maestros) con una mejor coordinación con los demás actores involucrados en el tema agua como entidades del estado y gobiernos locales; siendo un punto de partida para tomar nuevas políticas en cuanto al manejo sostenible del agua.

Abstract
Ensure access to water for safe human consumption, requires a sustainable and solid technical infrastructure, an organization and awareness of the different members of a community. The information collected by the diagnostics and monitoring of drinking water systems are necessary to place it in a reference database that allows cataloging and managing public water management within a community, parish, canton or province. The management of appropriate information is crucial for Decentralized Autonomous Governments to ensure good management of the water and sanitation sector; and to achieve this goal, it is important to rely on information technologies. The Development Support Center PROTOS-EC, is a non-profit organization, which accumulates the experience, trajectory and methodologies of the international organization PROTOS ASFL who jointly took the
initiative to capture that information through the analysis, development and deployment of a web computer system for the management of drinking water – SIGAP. It considers two perspectives: i) the social one, in which characteristic features and socio-organizational aspects of a community are identified; in the same way, socio-organizational aspects, economic management and information on the functional organic structure of the administrative entity; and ii) the technique, which includes characteristics of a potable water infrastructure, from the water source to the household connection. A beta version of this software was released in the southern and northern regions of Ecuador, in the provinces of Cañar, Loja and Esmeraldas respectively. Many interesting data were obtained across the testing, that allowed to project and justify strategic investment plans (Master Plans) with better coordination with the other actors involved in the water issues, like state entities and local governments. It will define a starting point to take new policies regarding sustainable water management.
